Program Information
What motivates your staff? What leadership style works well in your organization? Designed for individuals occupying a first-line or mid-management level position in a public or private sector business or law-enforcement agency, the ILCT is an education-based leadership program designed to develop creative thinking and leadership skills. The curriculum draws upon a variety of subjects related to leadership in successful organizations today. Curriculum topics include motivation, self leadership, situational leadership, developing followership, managing multi-generation workplaces, building healthy teams, organizational communication, barriers to success, and other leadership issues.
Component 1: The first component is a five-day intensive residential and classroom learning experience, complemented by pre-program assignments.
Component 2: The second component of the program is the application of learning on the job, including assignments to be completed while on the job. This component includes continuous feedback with course faculty from Virginia Tech.
Component 3: The final component is a three-day residential session in the fall to assess lasting impacts on behavior, as well as evaluating "lessons learned" and "best practices." Both "lessons learned" and "best practices" are business terms popular today in assessing what can be learned and successfully implemented in specific workplaces or different professional settings.
The ILCT is a residential program held on the campus of Virginia Tech. All students who live outside of a 50 mile driving radius of Virginia Tech are required to stay in the designated housing facility throughout both phases of the program.
Who Should Attend
This program is open to first line supervisors/mid-managers with demonstrated leadership potential and who have completed a basic supervision program.
Each participant must be willing to commit to the entire educational process as we will take the learning experiences from each to improve the experience of the whole group. We are seeking applicants who want to make a difference, and who recognize the need for change.
Applicants applying to this school should have shown the desire for career advancement and professional development; possess above average written and oral communication skills; and be willing to commit to the entire educational process including: completion of all pre-course work assignments attendance at all classroom sessions of both the summer and fall phases of the program completion of all course assignment.
All applicants must meet the following requirements:
- Have completed a basic supervisory school;
- Occupy a first-line supervisor or mid-level manager position (at a minimum);
- Have a minimum of five years experience;
- Have the recommendation of his/her agency administrator supporting their attendance; and
- Applicant's agency administrator must agree to the conditions of full-time attendance to the program.
Certification and College Credit
This program has been approved by the Virginia Department of Criminal Justice Services (DCJS) for in-service training credits. At the end of the program, pre-approved Partial In-Service Credit forms (DCJS Form PIC-3) will be distributed to those participants who fully complete all parts of the program.
The Virginia Police Chiefs Foundation and Virginia Tech will jointly award a certificate to those individuals who satisfactorily fulfill all of the course requirements.
This program is also eligible for 3 hours of graduate or undergraduate college credits. To receive this credit, you must submit an enrollment application to Virginia Tech. If you are accepted to Virginia Tech for this course as college credit, you must bring your acceptance letter with you on the first day of class. A 15-page paper and additional reading will be required. An additional cost will be charged for the college credits and you will receive a separate invoice from Virginia Tech for the college credits. Application and Selection Process
To apply for the Institute of Leadership in Changing Times both pages of the completed application form must be submitted along with an organizational chart with applicants position clearly indicated. A separate page listing the applicants responses to the Personal and Professional Insights questions (listed on the application) must also be submitted. Incomplete application packets will not be accepted. Please note, great care should be given to completion of the application packet, as acceptance to this program is limited to 25 individuals per session. Faxed applications will not be accepted.
Application packets are evaluated based upon the following criteria:
- Completion of the application;
- Thoroughness and thoughtfulness of responses to the Personal and Professional Insights questions listed on the application; and
- Submission of all required attachments.
Applicants and nominators will be notified of acceptance into the program no later than May 3, 2010.
Program Fee and Scholarship Information
The program cost is $2,195. This fee covers on campus lodging (air conditioned dorm suites for summer and conference center for fall), meals, breaks, course materials, tuition, summer and fall reception, and graduation luncheon.
The Foundation is pleased to announce that Altria Group, Inc. has provided funds for two scholarships for the 2010 session of ILCT. One scholarship is available to an applicant from under-represented groups, (e.g. African-American, Hispanic, etc.), and the other scholarship is available to an applicant from a small town agency of 25 or less authorized personnel.
When funding is available, the Virginia Police Chiefs Foundation will accept applications for needs-based scholarships from applicable law- enforcement agencies. For more information on these scholarships, click here.
